Jerrold M. Witcher, PMP

Founder & President


Jerrold Witcher is the Founder and President of The Witcher Group Incorporated, a minority owned small business. He has 35+ years’ experience in Program/Project Management and Administration. Jerrold has established a reputation of using teamwork to get things done and for creating straight forward strategic plans that address complex organizational missions.


Jerrold is a Certified Risk and Opportunity Manager, and a Project Management Professional (PMP). He holds a Bachelor of Electrical Engineering from The Catholic University of America and is a graduate of The United States Air Force Reserved Officer Training Corps (ROTC).


 After providing decades of service in the employ of others, Jerrold established The Witcher Group in 2015 (later incorporated in 2017) with the specific goal of creating a workplace for free thinking, self-motivated, and broad minded professionals. He is driven by the entrepreneurial spirit and believes opportunities are created by hard work, dedication, attention to detail and team work. He believes the things you do when no one is looking and the things you do while others are sleeping are what make you a success. He is fond of saying, “Don’t be afraid to be excellent today, tomorrow you might not get the chance” .



Robyn DeWees

Robyn De Wees is a Leadership and Life Coach and the founder of O Line Coaching & Consulting. Robyn is a highly motivated and successful professional with 30+ years experience working and volunteering in Science, Technology, Engineering and Science (STEM). She possesses a track record of and passion for identifying and developing talent. Her professional experience includes, but is not limited to, software engineering, program management, executive leadership, operations, quality/continuous improvement, Lean Six Sigma Black Belt and Green Belt Trainer and staffing.


She is a sought after speaker and facilitator. She has received local and national awards and recognition for her technical and community work, including but not limited to 2021 University of Maryland Baltimore County Center for Women in Technology Exemplary Industry Mentor Award, 2014 Black Engineer of the Year Award for Corporate Promotion of Education, 2013 First Baptist Church of Glenarden STAR Ministry Volunteer of the Year, and 1996 US Black/Hispanic Engineer & Information Technology Magazine Award for Exceptional Woman of Color in Technology.


Robyn holds a BS in computer engineering from The Catholic University of America and certifications from International Institute of Professional Education and Research, Stanford University Center for Professional Development and the UCLA Extension Program. Her coaching credentials include ICF ACC and Leadership That Works Professional Certified Coach.



Leslie A. Donoghue

Senior Consultant


Senior Consultant Leslie A. Donoghue has provided over 16 years of project management, systems engineering and test and evaluation expertise to the Department of Defense (DoD) and Department of Homeland Security’s (DHS) Countering Weapons of Mass Destruction (CWMD) Office.


Leslie’s credentials are exemplary and add a unique skillset to The Witcher Group. They include: Certified Scrum Master (2016); Certified Test and Evaluation Professional (2014); Level 1 and Level 2 Program Management and Test and Evaluation through Defense Acquisition University. During her career she has served as a Project Manager, Project Analyst, Scrum Master, Test Manager, Test Engineer, Process Working Group Lead, and Facility Security Officer. She has authored government solicitation proposals, developed acquisition and source selection documentation for solicitations, developed operational requirements, and introduced agile methodology to her government customer.


She is a graduate of The University of Mary Washington in Fredericksburg, VA with a Bachelor of Arts Degree in French and International Affairs (2005).


John C. Robison

Senior Consultant


Senior Consultant John C. Robison has worked in the Defense Industry for over 40 years.  During that time, he has successfully developed and assisted in implementing numerous multi-million dollar program plans (i.e., documenting the who, what, where, when and why) for the repair/modernization of major systems, Integrated Logistics Support Plans of major systems, System Safety Program Plans, and Configuration Management Plans.  He has also developed Acquisition Plans, RFP, and Statement of Works for the Navy.  He also has experience in developing proposals and responses to requests for information.


Throughout his career John has demonstrated leadership, teamwork and the flexibility to provide the missing element for successful combined industry and government teams involved in the development and support of major Navy systems.  This has made him knowledgeable in all phases of development, manufacture, deployment, testing, operation, maintenance (including repair/overhaul), and modernization of major systems.
